The Eira Initiative is an applied policy research initiative being undertaken in association with the Berkeley Policy Institute. The Initiative seeks to ground innovation policy in the biopharmaceutical, medical device, and life sciences industries in fact-based and economically-informed analysis that moves beyond narrative, rhetoric, and anecdote.
We embrace a range of quantitative and qualitative methodologies, complemented where appropriate by legal analysis to generate empirical evidence as a trustworthy input to policymaking. The Initiative supports applied research that focuses on understanding and developing market-driven and state-facilitated mechanisms to address the costs and risks borne by public, private, and nonprofit stakeholders across the full range of basic research, applied research, testing, production, and other steps involved in innovating and delivering new drugs, treatments, and devices for the healthcare ecosystem.
We work with a global community of contributors from academia, government, and industry, including economists, management scholars, legal academics and practitioners, technology transfer specialists, and public health experts.
The Eira Initiative is a non-profit undertaking that upholds a commitment to independence and objectivity in producing data-driven research to inform the development of public policy in the life sciences community. The Initiative maintains editorial independence and control over research methods, substance, and output. This commitment is acknowledged and recognized by the Initiative’s supporters.
